Director with the Ermineskin Property & Infrastructure department

CLOSING: January 20, 2026

Contract Position Under the direction of the Tribal Administrator, the Director of Property and Infrastructure Management is responsible for overall policy development, program planning, fiscal management, administration, and operation of the departments under the Property and Infrastructure Management Division. The Director will also foster cooperative working relationships with ECN staff, Chief and Council, ECN citizens, and external agencies. The Director will be responsible for overseeing the management of the following departments Property Management and CMHC.

MANAGEMENT DUTIES:

1. Supervise operations and management of the departments under the Property and Infrastructure Management division.

2. Ensure and assist in the review and update of Departments policies and ensure proper implementation of such policies.

3. Oversee the preparation of annual budgets for Departments under Property and Infrastructure Management division.

4. Monitor financial income statements monthly and meet with Manager(s) to obtain clarification if a challenge, variance or risk arises. If a matter cannot be resolved with the Manager to notify and provide recommendations to the Tribal Administrator and/or Finance Director of problem accounts/projects.

5. Oversee Departments’ strategic planning implementation and participate in strategic plan annual reviews.

6. Assist when requested by Department Managers proper development of contracts, negotiating with contractors that are in the best interest of the Ermineskin Tribe.

7. Adhere and support implementation of applicable Human Resources Policies and Procedures, Finance Law and other laws or policies applicable to the Departments under this Division.

8. Attend meetings when requested by the Chief and Council and/or the Tribal Administrator.

9. Provide guidance, support, and recommendations to the Department Managers as they request it about concerns, problems or risks related to operations or management activities within their department.

10. Prepare quarterly reports and submit to the Tribal Administrator.

11. Remain in the office as much as possible to address concerns from the Portfolio-holder, Tribal Administrator, Finance Director, Tribal Member and Managers.

12. Assist with site visits/inspections as requested by the Department Manager with projects and to assist the Manager in reporting to the Tribal Administrator, the Chief and Council or ECN citizens on any concerns, problems, risks, or results relevant to Property and Infrastructure Management division.

13. Attend and make presentations with the applicable Manager at general meetings or budget presentations as requested.

14. Attend workshops, conferences, seminars, and relevant training programs to enhance skills and knowledge for the position as requested.

15. Carry out Chief and Council and the Tribal Administrator’s directives.

16. Meet Quarterly with managers in the division to ensure effective operations and management within departments.

EMPLOYEE RELATIONS:

1. Work in a business-like manner and maintain a good working relationship with Ermineskin Cree Nation staff, ECN citizens, other agencies, and external organizations.

2. Assist in resolving employee problems and concerns of employees under this Division with the Managers as requested by the Manager and if unable to resolve, to recommend the best course of action to the Tribal Administrator. In the event the matter is justified and concerns the Manager, to recommend the best course of action in handling to the Tribal Administrator. In both instances the Human Resource Policy and Procedure Manual guidelines must be followed prior to making recommendations.

3. Conduct quarterly meetings with departments under the Division to ensure open communication and transfer of information is done.

4. Assist in educating ECN citizens of the Divisions’ operations; and participate with community consultations as it relates to Property and Infrastructure Management. 5. Perform annual evaluations of Managers and any other staff as requested.

6. Meet with Manager to review justification of concerns prior to disciplinary action to the Manager and to any other staff that the Manager has requested assistance with. If the matter cannot be resolved between all parties (Director, Personnel Director & Manager) then the matter to be dealt with through arbitration to include affected parties.

7. Coach and guide Managers to reach or maintain a high level of staff morale and production.

QUALIFICATIONS:

1. Post-Secondary degree in Architecture, Engineering, Project Management, Business or combination of ten (10) years related to education or experience.

2. Minimum five (5) years Government & Public Relations, Capital Budgeting, Administration, Planning & Development and Strategic Planning.

3. Minimum of five (5) years’ managerial experience with some knowledge around Property & Infrastructure.

4. Experience in management, public relations, finance, administration, and law.

5. Provide strong leadership and direction.

6. Ethical and integrity with decision making.

7. Deal effectively with stress.

8. Ability to meet deadlines.

9. Have a working knowledge of the Ermineskin Cree Nation Government, its systems, organization and structure.

10. Must have knowledge and experience in government-to-government negotiations.

11. Understand and speak the Cree Language an asset.

12. Able to demonstrate the ability to be a successful team player with co-Directors and all Managers under this wing through academic knowledge and professional conduct as a team player.

13. Excellent communication skills; verbal and written.

14. Must be self-motivated.

15. Must have a valid Driver’s License and own transportation.

16. Must be available to travel.

17. Must be available to work overtime as needed/requested

Grader Operator with the Ermineskin Public Works department

CLOSING: January 20, 2026

This position is responsible for operating a self-propelled machine to level and spread earth, gravel, stone, and other materials to grade specifications in construction and maintenance of roads and driveways. Reports to: Manager and Foreman Working Conditions: Most of the work required is done operating the grader and manipulating the levers to regulate height and angle of grader blade. Make successive passes over working area and observe reference stake or hand signals of other workers to level surface to specified grade. Judges’ depth of blade cut by feel of lever, sound of engine and sight. Remove snow, when required, by passing blades or snow plough attachment over road surfaces. Duties and Responsibilities:

- Assists in grader maintenance to ensure good working conditions.

- Must know how to grade roads and grade driveways.

- Change blades on a daily or regular basis depending on necessity.

- Reports any breakdowns to head mechanic pertaining to the grader as soon as it occurs.

- Follow work schedules as set out by Foreman and Manager

- Must fill in daily timesheet.

- Must radio into base on a regular interval.

- Complete daily work orders as assigned by Foreman and Manager

- Must be willing to take orders from Manager or Foreman

- Labour work when necessary (includes manual labour/installing culverts/operating chainsaw/weed eater/shop cleaning etc.

- Work Overtime when necessary.

Experience: Must have experience in operating heavy equipment.

Requirements:

• Must have Class 1 or 5 Driver’s License

• Motor Grader certificate.

• Grade Ten (10)

• Standard First Aid

Case Management Worker with the Ermineskin Neyaskweyahk Human Services (NHS) department

CLOSING: January 20, 2026

The Case Management Worker is responsible for the administration of the Income Support Program by ensuring the Income Support policies are properly applied. The Case Worker is expected to provide professional services to the Nation.

JOB DUTIES:

1. Ensure correctness of all cheque requisitions and recommend authorization of all budget and decision forms for the Director’s approval.

2. Responsible for assisting in the completion of the Individual Work Plan, Employment Readiness Form and responsible for the implementation of each.

3. Responsible for input of each individual case/client.

4. Is responsible for contributing to case conferences with the other programs within Neyaskweyahk Human Services.

5. Ability to work as part of a Neyaskweyahk Human Services Team, and Administer the Income Support Program, working cooperatively with Child Welfare and Support Services Department.

6. Familiarity with social agencies within the community.

7. Work closely with Maskwacîs Employment Center (MEC).

8. Ensure clients' files are in compliance and updated at all times.

9. Home visits.

10. Willing to take training.

PROGRAM DELIVERY:

• Administer the Income Support Program and ensure that policies are adhered to.

• Maintains a full caseload of clients and performs all required duties to service that caseload in a responsible, professional manner and in the best interests of the clients.

• Assumes clients as assigned by the Director and fills in for other caseworkers when they are absent, to ensure there is no interruption in services.

• Formulates policy questions for the Director and prepared to seek assistance from the Director in difficult situations.

• Knowledge of current social assistance computer program (360).

JOB REQUIREMENTS:

• Education: University Degree or Diploma in Social Work or related area.

• Experience: Must have three (3) years minimum experience in related area and/or experience with administering First Nation’s programs and operating budgets.

• Familiarity with issues and factors affecting the community; as ability to create awareness to community members of resources and agencies.

• Class 5 Driver's License and own transportation.

Grants Officer with the Ermineskin Finance department

CLOSING: January 27, 2026

The Grants Officer will research funding grants to support ECN departments and programs, initiate and promote the participation of ECN staff in the development of the grant submissions. The position requires contact with ECN departments, Nation citizens and outside agencies. Grants Officer must be knowledgeable of the needs and requests of the Nation in the development of policy and strategic planning for this office.

Reports to: Chief Financial Officer (CFO)

Duties:

1. Conduct research and notify ECN departments and entities of available grants as per their operating and program scope.

2. Develop and maintain a summary document that includes the basic information about the grant, its deadlines, website link, funding agency contact and other pertinent information such as keeping track of when project reporting has been completed and submitted.

3. Be knowledgeable about First Nations Development Fund (FNDF) grant program as well as ECN’s FNDF funding policy and assist with fund allocation process. Help review and revise FNDF funding policies on an annual basis.

4. Assist ECN department managers/directors in writing proposals and applying for funding grants.

Review all the grant program information including:

• Program purpose

• Organizational eligibility

• Program/project eligibility

• How to apply

• Final financial and program/project reporting expectations

• Assist with project reporting

5. Develop plans, projects and budgets associated with grant submissions and proposal writing.

6. Develop and maintain policies, operating plan and/or strategic plan, statistics and analytics related to grants.

7. Maintain rapport with government agencies and other funding organizations that provide grants.

8. Identify funding gaps and share information to ECN leadership and executives

9. Identify gaps on grants and funding seeking process of the Nation and step-in to minimize the risk of losing funding opportunities

10. Provide inputs to ECN departments to properly conduct programs and operations as per the funding criteria

11. Maintain a repository of forms, templates, manuals and checklist related to job duties.

12. Assist with project reports and financial reports to funding agencies as well as assist with audit process.

13. Design and coordinate public consultation strategies regarding the design of potential projects to create eligible funding opportunities.

14. Work closely with ECN Finance department for proper accounting of the grant revenues and expenses.

15. Work closely with ECN Finance department on financial analysis of grant revenues and expenses.

16. Monitor funding requests and maintain associated database, prepare periodic reports and presentations.

Ability to:

➢ Excellent interpersonal and leadership skills.

➢ Must have knowledge and experience in government-to-government negotiations.

➢ Able to speak and understand Cree an asset.

5. Must have knowledge of financial procedures

6. Must have reliable transportation
