Foster Care Worker – Protection & Foster Care Unit


Foster Care Worker Position Summary Reporting directly to the Casework/Foster Care Supervisor, the Foster Care Worker is responsible for providing a wide range of support services to children in care and foster families to ensure the safeguarding and healthy development of children and their foster families. The Foster Care Worker works to maintain and improve upon Child Intervention services, ensures a high standard of practice within the scope of the Child, Youth and Family Enhancement Act (CYFEA), the Residential Facilities Licensing Regulations and adheres to quality assurance practices of related child intervention legislation, policies, procedures, along with the core principles of ACFSS. The Foster Care Worker is expected to carry out the mandate of the ACFSS Board of Directors, along with other duties as directed by the Casework/Foster Care Supervisor; and ensure that the Maskwacis Traditional Cree Language and Culture is respected, promoted and practiced in all aspects of the ACFSS. Specific duties will include but not be limited to the following: The Foster Care Worker will:  Report to the Casework/Foster Care Supervisor.  Work closely and collaboratively with co-workers, Management and Executive Director.  Have knowledge of the Child, Youth and Family Enhancement Act (CYFEA).  Have a clear understanding of the Sub-Delegation of Authority from the Executive Director as it pertains to the Ministry of Alberta Human Services and will ensure that all requirements are met to administer the duties and responsibilities associated with it according to current Legislation.  Work within ACFSS's Personnel Policies.  Work with the Executive Director, Management, Board of Directors, MFN Elders and coworkers to develop and implement a work plan and establish goals and objectives that will reflect the best interests of the children and families served.  Work with the Executive Director, Management, and co-workers to develop and implement an operational plan for ACFSS.  Assist in the organization of and attend all ACFSS events/functions and attend all meetings as directed by the Casework/Foster Care Supervisor.  At the request of Executive Director, will attend and report at the ACFSS's Annual General Meeting (AGM).  Be available for after-hours/on-call shifts.  Liaise with co-workers regarding case management, permanency planning, strategies and reviews.  Be available for phone calls and meetings with Supervisor, clients, co-workers and service providers.  Review and respond to all correspondence of ACFSS on daily basis and forward appropriate documentation to Casework/Foster Care Supervisor for filing.  Communicate effectively with clients, Supervisor, the Executive Director, Management, co-workers, Elders, Board of Directors and MFN Leadership. Qualifications  Bachelor’s Degree in Social Work, Social Work Diploma or equivalent.  Minimum of two (2) years of work experience in Children's Services, Social Work or equivalent.  Completion of CYFEA Delegation training. Required Knowledge, Skills & Abilities  Must respect Maskwacis Cree Traditional Language and Culture  Knowledge of relevant Child, Youth and Family Enhancement (CYFEA) legislation and other applicable Acts/Regulations.  Must be proficient with the use of computers, including Microsoft Office Suite (Word, Excel, PowerPoint) and internet usage.  Must have knowledge of community resources  Must be able to work with community partners at all levels  Must have a clear and current Criminal Record  Must have a clear and current Child Intervention Check  Must maintain an alcohol and drug-free lifestyle  Must maintain professional ethical conduct at all times  Must have a valid class 5 driver's license and provide driver's abstract; reliable transportation is a requirement.  Must have effective written and verbal communication skills  Must sign and abide by Oath of Confidentiality  Must possess interpersonal and human relations skills  Must be able to demonstrate the ability to follow-up on all matters pertaining to Akamihk Child and Family Services Society Core Competencies  Familiar with, and can describe the mission, vision, goals and programs of the Ministry, ACFSS (Delegated Agency) and worksite.  Ability to monitor financial accountabilities.  Knowledge of CYFE Act and licensing regulations and applies this knowledge to one’s own role.  Knows policy, standards and protocols regarding service delivery and recognizes the implications for practice.  Awareness of risk management/liabilities and can respond to sensitive issues according to organizational protocols.  Lead case conferences and family meetings to explore options and strategies regarding permanency, family/cultural connections and work to prevent placement breakdowns/burnout.  Demonstrates how legislation impacts assessment, casework practice and service delivery.  Knows the procedures for initiating, obtaining and maintaining legal authorities/licensing under the CYFE Act.  Ensures that ACFSS clients, children in care and caregivers have the supports in place for successful outcomes.  Can navigate CYIM and CICIO and is able to input information.  Has excellent time management, work prioritization and organizational skills.  Has effective listening, verbal and non-verbal communication skills.  Able to identify gaps and advocate for solutions.  Demonstrates critical thinking in the planning and decision-making process.  Prepares and presents written, documented and verbal information clearly.  Familiar with technology and various computer software programs  Knows and adheres to the code of conduct and ethics of the organization.  Awareness of one’s own professional authority and influence, its impact on others; and will use that authority and influence appropriately.  Professional approach with all team members, managers, supervisors, clients and stakeholders.  Able to deal with people sensitively, tactfully and diplomatically.  Displays values of respect, integrity and accountability.  Demonstrates personal responsibility for decisions made and actions taken with one’s own role.  Manages work, sets priorities, and performs activities in a manner that best utilizes existing resources and time.  Works collaboratively and productively with others to achieve results.  Ability to work independently and as part of a team.  Ability to maintain a healthy lifestyle and model appropriate behavior.
