SUMMARY:
Under the supervision of the Finance Director, the employee shall be responsible for maintaining a constant inter-personal relationship and counseling with staff members with the Tribal Administration and other departments within the Band as required. The Personnel Officer is responsible for the technical duties for the Personnel Office. The work entails the management of all employee personnel files. The Personnel Officer is responsible for keeping employees and Council informed on all personnel policies. The work is complex in nature requiring a knowledgeable and proficient Personnel Officer to handle tasks. The application of independent judgement based on practices and procedures required of the personnel officer. The Personnel Officer shall monitor all hiring procedures and reporting on such matters.

· Must established and maintain working relationship with employees and the general public.
· Must maintain high level of confidentiality.
· Must be able to prepare effective correspondence.
· Must have ability to perform technical duties and office management details.
· Must be knowledgeable of general office duties.
· Must be proficient in the use of business English.
· Must have knowledge in the use of office equipment.
· Must have computer experience and keyboarding skills.
· Willing to travel and take training as required.
· Must be consistent and possess sound work ethics
· Must be able to do all the duties required by Council and immediate supervisor
Duties & Responsibilities:
· Establish a cumulative file for each employee and initiate a process to reinstate pride within oneself to developing long term goals with the departments of the Administration.
· Responsible for updating employee files that pertain to personnel matters, ie. Leave requests and forms, etc
· Counsel staff in administration; determine a need for and give specialized counseling for staff members that require it.
· Provide advise, guidance, and information on subject matters such as occupational requirements, vocational training, rehabilitation facilities, career developments, employment practices and labour legislation to all employees within the Administration.
· Organize and coordinate interview process for the Administration.
· Organize and coordinate process for personnel procedures, ie. Appeals, complaints, etc.
· Selects and prepares staff for future training, upgrading, vocational, apprenticeship, rehabilitation program and other services.
· Discuss procedures and practices with staff members.
· Evaluates information and data derived from discussions with staff to determine suitability for employment.
· Collects, prepares and distributes labour market information to staff.
· Observes work performance and interviews employees to ascertain nature of work performed, observe employee characteristics required and other relevant factors.
· Initiates job study by researching establishments, obtains and prepares charts showing board functions for each department and lists job titles used within the Louis Bull Tribe Administration.
· Makes comparative analysis of job description and specifications to determine employment activities that are common to a number of similar jobs.
· Advise staff of employment opportunities that are in store upon completion of training programs.
· Develops and maintains good working relationships with staff and other departments within the Administration and Tribal Leadership.
· Attends community functions to gain dimension pertaining to job and labour requirements.
· Participates in seminars and workshops on counseling, public speaking and perform other related duties pertaining to staff.
Ability & Skill: This Job requires a good working knowledge and ability in areas of Counseling and Public Speaking. The ability to draft reports for information of Band Administration and Tribal Leadership.
Qualifications:
· An Administration Certificate or Diploma and five (5) years minimum experience in related field.
· Proficient use of various computers and software.
· Ability to understand Cree Language and Culture would be an asset.
· Must possess excellent writing and oral communication skills.
· Must have valid Driver’s licence and reliable vehicle.
· Must have proven experience in supervisory, organizational and Job Coordination capacity.
· Must be willing to sign an Oath of Confidentiality and submit a clear criminal record and CYIM check.
